Having obtained its independence, Ukraine has defined for itself that a person, its life, health, dignity, immunity and safety are recognized as the highest social values. Such priorities of the state orientation proved that the state is on the rights path to the building of the democratic legal society with the compulsory keeping within the human rights and liberties of each citizen is an inevitable part of our country life. Human rights political, economic, and social are not supposed to be regarded as a present from the state but belong to each citizen from the birth, they are basic for the human existence and development.
Today, on the threshold of the essential social-political changes, it is extremely necessary for each personality not only to know their rights but also defend it when necessary in order they practically become value recognized by the state and the society.
